CALL FOR PROPOSALS FROM RESIDENTS OF CUMBRE DEL SOL AHEAD OF THE BENITATXELL LOCAL ELECTIONS IN MAY 2027

Let's start by acknowledging the facts: the large fiscal imbalance of Cumbre del Sol 

According to statements made by the mayor during the plenary session to approve the 2026 budget, "the Council has sufficient funds for today, tomorrow and the day after tomorrow, regardless of who is in power".

He didn’t mention however that Cumbre del Sol alone accounts for more than 60 per cent of the municipality’s revenue due to its larger population and the greater number of properties with the highest cadastral value, whilst it receives less than 10 per cent of its annual expenditure.

Following the 2024 cadastral revaluation, property tax revenue from Cumbre del Sol is set to increase significantly over the 8 next years at an annual growth rate of 10%, yet no details have been revealed regarding how the funds will be spent. The mayor has, however, announced plans to build a cultural centre in the village, which is expected to cost millions. Four plots of land have already been purchased for its construction and the amount already paid being 844.831€.


Since 2018, the Council has reduced the property tax rate by only 0,05 points, while annual increases of 10% in the tax base has been approved till 2033. This reduction is so negligible that it doesn’t even amount to a few euros per property.

OVFC is going to send in the first quarter of 2027 to all political parties and electoral groups taking part in the forthcoming May 2027 local elections in Benitatxell a list of priorities for Cumbre del Sol to be included in their election manifestos. Let’s not let them ignore us any longer!.

Detailed explanation of the above proposals:

Proposal 1: Drinking water supply & water saving

        • Pass an ordinance on water saving in anticipation of periods of cyclical drought
          • Establishing a Municipal Swimming Pool Register
          • Individual water meters for each swimming pool
          • Restrictions on refilling
          • Restrict the draining of swimming pools: from May to October
        • Improvement of the drinking water supply 
        • Publication on the Town Council’s website:
          • Water analytical parameters 
          • Status of the Senija aquifer
          • Status of the Castellóns desalination plant project and the commissioning of the Canor Bessó well and its pipeline to the new desalination plant
          • Investments by the Júcar River Basin Authority related to Benitatxell
          • Release of information on water leaks at Cumbre del Sol
        • Negotiate an agreement between Amjasa and the Town Council to purchase water from the Javea desalination plant at a fixed price with a monthly purchase commitment rather than only purchasing during the summer at exorbitant prices.
        • Renovation of the drinking water network whose infrastructure after 40 years became obsolete, leading to frequent burst pipes and a 40% loss of drinking water.

        Proposal 3: Street clearance in Cumbre del Sol

          • Cyclical weed clearing routes: Release of a monthly cleaning schedule by area
          • Recruiting weed-clearing crews to cover the cleaning of the roads. A team of just two workers is far from enough to clear properly 70 km of roads.

                • Put up new signs on all the streets
                • ‘Welcome to Cumbre del Sol’ sign with a tourism slogan at the north and south entrances

              Proposal 6: Public transport 

                      
                • Municipal electric bus fitted with On-board GPS technology and Moovit mobile App
                • Route connecting the Cumbre del Sol areas one another and with the rest of the municipality 
                • Fitting the bus with On-board GPS technology and Mobile app allowing users to view bus locations in real time and the arrival time at each stop.
                • Moovit is a collaborative public transport app and mapping service that includes trip planning, live departure and arrival times, up-to-date itineraries, maps of local stops and stations, and service alerts. It is available for Android, iOS and Windows Phone mobile devices and has a web version

                Proposal 7: Rubbish collection service

                  • Publish the income and expenditure of the waste collection service
                  • Use waste management software to anticipate and cover for staff absences
                  • Increase the frequency of collections and engage reinforcement services during the summer months
                  • Fence off all rubbish collection points
                  • Install an access code system for each property
                  • Install cameras at all rubbish collection points
                  • Release the economic and technical report on which the calculation of the waste collection charge is based

                  Proposal 8: Create a Councillor’s Office for urbanizations

                      Create a multilingual section on the Town Hall website with information on available procedures focused on the needs of foreign residents, who make up 60% of the population:

                            To build premises adjoining the El Puig building comprising one room for municipal services and another for community use equipped with internet, a projection screen, PA system, a bathroom, a kitchen, a terrace, tables and chairs.

                            The impact on property tax (IBI) of the 2024 cadastral revaluation should be offset by reductions in the IBI tax rate moving moving closer to the average tax rate of the municipalities in the Marina Alta as follows:
                            • 2027: 0.75%
                            • 2028: 0.65%
                            • 2029: 0.60%
                            • 2030: 0.50%
                            Local councils are entitled to set a tax rate between 0,40% and 1,10% (Royal Decree 2/2004).

                            Proposal 11: Smart beaches

                              Installation of sensors at the access points to Cala Moraig and Cala dels Testos for real-time counting and capacity monitoring in accordance with the project by the Valencian Institute of Tourism Technologies.

                              Proposal 12: Road Marking Plan in Cumbre del Sol

                              Approve a plan for the painting of road markings on the main streets: Carretera central, Lirios. Panorama, North entrace, South entrance, Via Pista. Calle Iris, Carretera de la Calle del Moraig.

                                Proposal 14: Tourism

                                  • Amend the ordinance on rubbish tax for tourist accommodation to bring it into line with the rubbish tax for residential properties
                                  • Create a quality tourism label for officially registered holiday accommodation, featuring a QR code sticker that must be displayed at the entrance to the apartments. Visitors who scan the QR code will be notified whether the accommodation is registered
                                  • Display a list of registered holiday accommodation on a digital screen in the Cala Moraig car park, allowing users to search by area
                                  • Launch a campaign to register all licensed holiday accommodation on the council’s website  allowing searches by area
                                  • Launch a campaign against illegal holiday accommodations

                                  Proposal 15: Install a 360° camera to monitor fires

                                    Install a 360º camera on Puig de la Llorença to monitor fires covering following areas: Montecala, Kalmias, Palmeras, Magnolias Olivos, Lirios, Pueblo del Mar, Pueblo Panorama, Pueblo de la Luz, Pueblo Atenea, Adelfas, Pueblo de la Paz, Fresnos.

                                            Automatic transcription and subtitling of plenary sessions during live streaming, enabling translated audio in real time using wordly.ai, Zoom, Teams, LiveVoice or similar applications.
