BENITATXELL TOWN COUNCIL’S 2026 BUDGET RELEASED

OVFC assessment:

According to data from the technical economic report on which the amendment to the 2024 municipal waste ordinance is based, there are 1.579 dwellings in the village, representing 27.89% of the municipality’s total housing stock, compared with 3.193 dwellings outside the village and 889 holiday homes. 

Around 70% of homes outside the village are located in Cumbre del Sol, as are 75% of holiday homes. If all properties had the same cadastral value, 59% of the property tax revenue would come from Cumbre del Sol. Given that the 2024 update of cadastral values primarily affected Cumbre del Sol, bringing them up to 50% of market value – a valuation significantly higher than that of properties in the village – it is guess estimated that the percentage of IBI collected in Cumbre del Sol is much higher. 

According to data on contracts signed by the City Council in 2026 and submitted to the Court of Auditors, only 9.58% of expenditure has been incurred in Cumbre del Sol; the net contribution (the difference between revenue and expenditure) is therefore over 50% if we consider only property tax revenue.

If we take into account revenue from waste collection particularly from holiday homes, municipal licences, capital gains tax and parking fees at Cala Moraig, we guess estimate that the actual Cumbre del Sol’s net contribution to the municipal coffers exceeds 60%.

It should be noted that in March, the Ombudsman published the final ruling on the Council’s refusal to provide the technical financial report on which the 2026 increase in the waste collection fee for holiday homes is based and that the High Court of Justice of Madrid annulled the waste ordinance in March on similar grounds.

OVFC has repeatedly highlighted to the Town Council the urgent need to address this significant fiscal imbalance, and has backed up this request with proposals for priority investment in resurfacing and cleaning of streets, the installation of speed cameras on the busiest roads, the rental of premises in the centre of Lirios for municipal services, and improvements to road signage among others measures.

Our urbanization has approximately 70 km of roads. Their maintenance requires investment and improvements. Cumbre del Sol is not just Cala Moraig alone, where municipal investment is concentrated.
