OVFC PETITION FOR AN INSTITUTIONAL REGISTRATION AND AWARENESS CAMPAIGN FOR THE MUNICIPAL REGISTER ("PADRÓN")

The most recent institutional campaign to encourage registration and raise awareness of the municipal register in El Poble Nou de Benitatxell took place back in February 2018.

This initiative was carried out under the slogan ‘El Poble Nou de Benitatxell growswith you’ and was jointly organised by the departments of Communication and Residents.

Main objective: To encourage residents (particularly non-Spanish nationals) to register in order to increase the official population, thereby enabling the council to access greater subsidies and grants and to improve public services.

Distinction from the electoral register: The campaign placed particular emphasis on explaining to EU and non-EU citizens that being registered on the municipal register is not the same as having the right to vote; they were reminded of their obligation to actively register on the electoral register for local elections.

As no campaign has been carried out for over 8 years, given that a significant proportion of residents are not registered on the local register:

"As more than eight years have passed without any campaign having been carried out, and given the obligation and need to update the Municipal Register of residents, we request the launch of a multilingual institutional awareness and registration campaign for the municipal register, emphasising the rights and benefits of being registered and the need for foreign residents to submit a declaration of intent to exercise their right to vote in municipal elections in Spain, as well as the publication of updated statistics on the number of residents by area within the municipality, indicating their nationality."

In particular, we have requested:

• Cross-check the municipal register against the electoral roll
• Make online registration available via the council’s website
• Send letters to all property owners in the municipality
• Publish information leaflets and posters
• Run social media campaigns
• Carry out home visits with technical support from the INE
