GENERAL APPLICATION 2026-E-RE-3569 SUBMITTED TO THE TOWN COUNCIL BY OVFC ON 19/08/2026

Key deadlines in the 2027 budget approval process:
- Before 15 October: The mayor must submit the draft budget to the plenary session.
- Last quarter: The plenary session must give its initial approval and process the budget.
- Public consultation: Following initial approval, the budget is made available to the public for 15 working days to allow for the submission of objections.
- 31 December: Deadline for final approval before the start of the 2027 financial year.
One Voice for Cumbre del Sol (OVFC) calls for the following items to be included in the 2027 budget:
1. Renovation of the drinking water supply network in Magnolias and Pueblo de la Luz
The current drinking water supply network is over 40 years old and there are constant pipe bursts. Repairs carried out by Veolia’s technicians are short-lived, and new bursts occur just a few metres apart. Water leaks are a constant problem and a complete overhaul of the supply network is required.
The domestic supply of drinking water is a public service for which the local council has exclusive authority and responsibility; it is ultimately responsible for guaranteeing the service.
The cost of the renewal must be met from the municipal budget; it is unacceptable either to wait for a public grant or to delay its implementation.
2. Street clearance in Cumbre del Sol
Recurring roadside clearing routes should be established for the streets of Cumbre del Sol, and additional clearing teams should be recruited to supplement the two existing workers hired in October 2025 to carry out road clearance. The current team of only just two workers is far from sufficient to clean 70 km of roads properly. The necessary measures should increase both the number of permanent staff and the frequency of clearing operations.
3. Resurfacing of the roads in Cumbre del Sol
OVFC has identified 67 locations with poor road surfacing and potholes and has forwarded their details to the mayor’s office. An initial budget allocation of no less than that for 2022 (€529,303.97) should be set aside to address the urgent need for resurfacing.
4. Renewing all road signage in Cumbre del Sol
The current road signs are illegible due to the effects of solar radiation, which has, in many cases, worn away the lettering. The entire system of road signage should be renewed in a consistent and design across the whole municipality.
5. Construction of the "OAC Cumbre del Sol" Building
Establishment of a multilingual citizen service centre in an annexe to the El Puig civil protection building (‘OAC Cumbre del Sol’) which should include a room for municipal services and another one for community purposes, equipped with internet connection, a projection screen, a public address system, a toilet, a kitchen, a terrace, tables and chairs.
Services to be included, but not limited to:
Services provided by the Cumbre del Sol OAC:
- Registration on the municipal register
- Registration on the electoral roll
- Application for Digital certificates
- Application for SIP cards
- Police: filing police reports
- Social services applications
- Request of planning permission
Community space:
- Exhibitions
- Neighbourhood meetings
6. Installation of a fixed section radar on the Carretera Superior in Pueblo Panorama
fitted with with two control points covering 605 metres, to regulate traffic on both the Carretera Superior and Vistamar Street, and installation of a third control point on the approach to Jazmines Street, as agreed by the mayor with the presidents of the Panorama 1, 2, 3 and 4 in July 2025.
