OVFC REQUEST FOR PARTICIPATORY BUDGETING IN BENITATXELL

   

Together we can address common concerns

On 18 July 2025, One Voice for Cumbre (OVFC) handed over to the Mayor of Benitatxell a detailed proposal for the regulation of a Participatory Budgeting process in our municipality through which residents can decide how to invest part of the municipal budget.

Similar initiatives are already being carried out successfully in other nearby municipalities such as Benissa, Xàbia, Ondara, Dénia, Benidorm among others.

We are currently waiting for a response from the Town Hall. We hope for their interest in citizen participation. Meanwhile we publish this informatiom so that everyone can see what it would involve.

Basic principles of the participatory process:

  • The Participatory Budgeting is a mechanism of participation through which the citizens of Benitatxell can propose and decide on the destination of part of the municipal resources. 
  • All citizens registered in Benitatxell over the age of 18 could participate in the process.
  • It aims at the direct participation of citizens in order to make demands for investments and to include them in the annual budget of the municipality. 
  • The Participatory Budgeting could be developed on an annual basis.
  • The presentation of citizen proposals, the form of participation, deadlines for presentation, in person and online voting, and their viability study are set out in its operating regulations, which would be approved in a municipal plenary session.
  • The Participatory Budgeting Commission is the representative body responsible for channelling citizens' proposals. Its composition and functions are detailed in the operating regulations.

Phases of the participatory process:

  1. Submission of proposals: Open space for citizen proposals. Anyone registered on the portal and listed in the Padrón can submit  proposals.
  2. Citizens' voting: Registered citizens over 18 years of age will be able to decide how to spend the budget allocated to the Participatory Budget by voting on those proposals they consider of interest within the budget limit..
  3. Feasibility study: All the selected proposals will be studied by the different technical services of the City Council, who will assess that each one meets the technical and financial requirements for them to be viable and legal proposals, and will budget the cost of carrying them out.

    Sugiero tomar como ejemplo el municipio vecino de Benissa. En la pasada edición de Presupuestos Participativos fueron presentadas 110 propuestas y se registraron 459 votos siendo la participación el doble de la del anterior año, destinándose 60.000€ a financiar los proyectos aprobados. La gran acogida demuestra la necesidad de involucrar a la ciudadanía en la toma de decisiones.

    OVFC realizó en este mes de octubre una encuesta entre los vecinos de Cumbre del Sol en la que participaron 214 personas recogiéndose 70 propuestas lo que muestra el interés de los vecinos en la participación y en la implementación de mejoras. La realización de encuestas online a través de Google Forms no supone gasto alguno para las arcas municipales, es sencilla de implementar y transparente.

    La nueva iniciativa de OVFC es otro paso más adelante en la buena dirección. Los ciudadanos tenemos bastante sentido común a la hora de identificar nuestras necesidades y las autoridades municipales como servidores públicos deberían promover con determinación dicha iniciativa y dotarla de medios suficientes.

    Animo al Ayuntamiento a que implemente en su página web la funcionalidad de Presupuestos Participativos en varios idiomas, realice el proceso con carácter anual tal y como ocurre con la celebración de las fiestas y cree mesas de votación en las urbanizaciones.

    Finalmente, animar también a todos los vecinos que no estuvieran empadronados a que se empadronen para así poder participar en el proceso. Todas las propuestas son importantes y la participación de todos también.
