Filing complaints at health centres
Many are having difficulties with the Spanish health system here - not to do with the quality of care but more about the access to primary care and so referral onto the hospital system. Putting in a complaint is quite normal in Spain. For example every shop or organisation has a complaints system (Hoja de reclamación). Please put in a complaint about the health system This will enable the councillors in your town to keep pressing for better services.

How to process
Complaints are writings and communications in which patients or their representatives solely express their disagreement with the provision of health services, especially regarding delays, lack of attention or any other similar type of deficient performance that they observe in the operation of the public services of the health institutions, and which constitutes or could be interpreted as a deterioration in the quality of the service provided.
Resolution
All complaints must be processed and may not remain unanswered. The reply must be notified to the person concerned within a period not exceeding one month from the date on which the complaint entered the register responsible for its resolution
