Recycling Project

• Javier Cabrera reports on the status of the recycling project.
• The platforms in Kalmias, Lirios, Entrada Norte and Pueblo de la Paz are already finished. In the case of the planned platforms in Montecala, Pueblo de la Luz and Blue Infinity, as they are private properties, authorisation would have to be requested from each Community.
• The second phase of the project is to install the fencing and implement a digital card system. This is currently in the tendering process. Cameras will be installed on each platform and access will be via a card, which will facilitate control and monitoring. The total budget is around €300,000. Each property will be assigned a collection point. In total there will be 8-9 collection points. The collection of organic waste will require registration. The new waste collection system is expected to be operational before summer 2025. Prior to this, information meetings will be held for citizens.  OVFC requests a meeting in February-March, to be informed about the recycling system.
• The new door-to-door rubbish collection system implemented in Les Fonts and Los Molinos is proving to be a success and the rate of separation has increased from 12% to 80%. As a result, Benitachell will be the only municipality of the 52 in the province of Alicante belonging to the Mare de Residuos Consortium that in 2025 will pay a lower rate than in the previous year.

Health situation

The Benitachell Health Centre, after the retirement of Dr. Regulo, still has only one of the two doctors assigned to the town. In Moraira also two of the three doctors are missing because they have retired. Juan Puig (since July 2024 the new manager of the Health Department) has confirmed that in January there will be three new doctors, one for Benitachell (no exact date confirmed in January) and two for Teulada Moraira. The Benitachell Health Centre currently has a new administrative assistant from the Denia Health Department, replacing Miguel who is an employee of the town hall. The first administrative assistant (who spoke English and was competent) has been transferred to Moraira, so Benitachell will once again have a new administrative assistant.

Bypasses and roundabouts

There are several projects for bypasses and roundabouts that will be realised in different phases:

• First phase: A bypass for Calle Padre Plácido from the Ctra Teulada-Benitachell. It will receive funding from the Diputación de Alicante. In the first phase a roundabout will be built on the Ctra Teulada-Benitachell at the entrance to the village and will go along the Carrer de la Constitución to the Ctra Benitachell-Moraira where another roundabout will be built. In January the basic project approved by the Diputación will be presented, and within 6-9 months the tendering phase can begin. It is expected that work can begin in a year or a year and a half. The deputy for roads Arturo Poquet, who is also the mayor of Benissa and who has very good relations with our mayor, has assured that this project has absolute priority.
• Second phase: A bypass from the new roundabout on the Benitachell-Moraira road to the Chinese Super Bazaar on the road to Javea. This will also be financed by the Diputación de Alicante. 
• It is also planned to leave Carrer Assegador (the last section between the new bypasses and the junction with Carrer Capelletes) with a single lane.
• The third project consists of widening Cami Pouet from the new roundabout in the area of the Chinese Super Bazaar and facilitating more fluid traffic in the area of the urbanisations in the north of Benitachell.
• The fourth project proposed by the Town Council is a bypass from the Teulada-Benitachell road towards the schools.
• The aim of all these new bypasses and roundabouts is to turn the centre of the village into a traffic-free but easily accessible area.
• The project to build a roundabout to decongest the traffic coming down from the LES school will be started in 2026.

Cadastre

• According to the mayor there have not been many complaints against the cadastre update. What is being done at the moment is to check irregularities.
• With the additional money from IBI, the municipality will now be able to fix things that could not be done before: 
• From March/April there will be two persons (each with 30h per week) to do maintenance on the whole mountain (not only Cumbre). The cost of this will be 105.000€/year.
• The mayor informs OVFC about a project to solve the traffic problems in Vall del Portet and the area of Pueblo Alcassar. The lanes can be narrowed and chicanes put in to reduce speed. There is a reflection to do the same in Kalmias and Pueblo Panorama.
• In 4-5 years time it is possible that the Carretera at the southern entrance will become a tourist road with the corresponding traffic restrictions.
• WORKS in Cumbre del Sol: heavy lorry traffic has increased in recent years, causing problems in asphalting streets that are expensive to maintain. The mayor is considering the idea of imposing a tax on lorries from construction companies working in Cumbre del Sol.

The five new projects in the village

• The redevelopment of La Pau and Mayor Streets
• The refurbishment of the Market and Market Square
• A new car park-viewpoint at the entrance to the town on the Jávea road.
• The remodelling of the Sta Maria Magdalena School
• The remodelling of the Plaza de les Pesqueres

Everything is going according to plan. The mayor assures that after the renovation of the Plaza Pesqueres there will be enough parking spaces for the health centre.

Emergencies/fires

The mayor assures that there will be meetings for the citizens in order to inform them about plans in case of emergencies. It is planned to install cameras in important areas and temperature sensors. It is also planned (as part of the Sustainable Tourism Plan) to reinstall and put into operation a weather station at Puig de la Llorença (closed in 2019). This would allow air quality, humidity and rainfall controls to be carried out. OVFC has not been informed about dates

Vados

The following are considered “vados”: all entrances from private land to the public road, meaning those that already have a licence and those that do not yet have a licence. A census of all existing “vados” is currently being carried out. It is estimated that there are approximately 2,500 “vados” in total. The fee will be reduced from 90 to 60 euros for garages of one to five vehicles in the town centre, and from 120 to 60 euros for garages or spaces of one to five vehicles in urbanisations. For the moment, this fee has been suspended and will be charged again from 2028.

The new radars

• Two new radars have been installed in Benitachell:
• An average speed radar in Cumbre del Sol on the Ctra Principal between the roundabout that goes to the hípica and Pepe la Sal.
• A stationary radar in the town centre on Avda de Alicante.
• The annual cost of the certification of these radars is €3,000.
• The stationary radar can be converted into a mobile one. The mayor's plan is to use it in other areas of the town and Cumbre del Sol. 
• The average speed radar can also be installed in different areas of Cumbre del Sol, for example in the area of the Lirios CC or in Pueblo Panorama. The current location has been chosen because of the availability of the electrical installation.

OVFC is waiting for the Mayor to propose a date for a three-way meeting with VAPF and the Mayor himself.

OVFC will also request a meeting with the Chief of Local Police.

Proyecto de reciclaje

• Javier Cabrera informa sobre el estado del proyecto de reciclaje.
• Las plataformas en Kalmias, Lirios, Entrada Norte y Pueblo de la Paz ya están terminadas. En el caso de las plataformas planificadas en Montecala, Pueblo de la Luz y Blue Infinity al ser propiedades privadas, habría que solicitar autorización a cada Comunidad. 
• La segunda fase del proyecto es la de instalar los cerramientos y poner en marcha un sistema de tarjetas digitales. Actualmente en proceso de licitación. En cada plataforma se van a instalar cámaras y el acceso será a través de una tarjeta lo que facilitará el control e historial. El presupuesto total asciende a unos 300.000€. A cada vivienda se le va a asignar un punto de recogida. En total habrá 8-9 puntos de recogida. Para la recogida de residuos orgánicos habrá que darse de alta. Se espera que el nuevo sistema de recogida de residuos esté operativo antes del verano de 2025. Con carácter previo se ofrecerán reuniones informativas para los ciudadanos.  OVFC solicita una reunión en febrero-marzo, para ser informado sobre el sistema de reciclaje.
• El nuevo sistema de recogida de la basura de puerta a puerta implementado en Les Fonts y Los Molinos resulta ser un éxito y se ha conseguido subir el índice de separación de un 12% al 80%. Como consecuencia Benitachell será el único municipio de los 52 en la Provincia de Alicante adheridos al Consorcio Mare de Residuos que en el año 2025 pagará una tasa menor con respecto al año anterior. 

Situación sanitaria

El Centro de Salud de Benitachell después de la jubilación del doctor Regulo, sigue con solo un médico de los dos que están asignados al pueblo. En Moraira también faltan dos de los tres médicos porque se han jubilado. Juan Puig (desde Julio del 2024 el nuevo gerente del Departamento de Salud) ha confirmado que, en enero habrá tres nuevos médicos, uno para Benitachell (sin confirmación de fecha exacta en enero) y dos para Teulada Moraira. El Centro de Salud de Benitachell cuenta actualmente con una nueva administrativa del Departamento de Salud de Denia, sustituyendo a Miguel que es empleado del ayuntamiento. La primera administrativa (que hablaba inglés y que era competente) ha sido traslada a Moraira, por lo que en Benitachell vuelve a haber una administrativa nueva.

Circunvalaciones y rotondas

Hay varios proyectos para circunvalaciones y rotondas que serán realizados en distintas fases:

• Primera fase: Una circunvalación para la Calle Padre Plácido desde la Ctra Teulada-Benitachell. Recibirá financiación de la Diputación de Alicante. En la primera fase se construirá una rotonda en la Ctra Teulada-Benitachell en la entrada al pueblo y se pasará por el Carrer de la Constitución hasta la Ctra Benitachell-Moraira donde se hará otra rotonda. En enero se presentará el proyecto básico aprobado por la Diputación, que en el plazo de 6-9 meses podrá entrar la fase de licitación. Se prevee que en un año o año y medio se puede empezar con las obras. El diputado de carreteras Arturo Poquet que también es el alcalde de Benissa y que tiene muy buenas relaciones con nuestro alcalde, ha asegurado que esta obra tiene prioridad absoluta.
• Segunda fase: Una circunvalación desde la nueva rotonda en la Ctra Benitachell-Moraira hasta el Super Bazar chino en la Ctra a Javea. Esta también será financiada por la Diputación de Alicante. 
• También está previsto dejar el Carrer Assegador (el último tramo entre las nuevas circunvalaciones y el cruce con el Carrer Capelletes) de un solo carril.
• El tercer proyecto consiste en ampliar el Cami Pouet desde la nueva rotonda en la zona del Super Bazar chino y facilitar un tráfico más fluido en la zona de las urbanizaciones del Norte de Benitachell. 
• El cuarto proyecto que plantea el Ayuntamiento es una circunvalación desde la Ctra Teulada-Benitachell hacia las escuelas.
• Con todas estas nuevas circunvalaciones y rotondas se pretende convertir el centro del pueblo en una zona sin tráfico, pero fácilmente accesible.
• El proyecto de hacer una rotonda para descongestionar el tráfico que baja desde el colegio LES, se empezará a construir en el año 2026.

Catastro

• Según el alcalde no se han registrado muchas alegaciones en contra de la actualización del catastro. Actualmente lo que se está haciendo es revisar irregularidades.
• Con el dinero adicional de IBI, ahora el Ayuntamiento estará en disposición de arreglar cosas que antes no se podían hacer: 
• A partir de marzo/abril habrá dos personas (cada una con 30h semanales) para hacer mantenimiento en toda la montaña (no solo Cumbre). El coste de esto será de 105.000€/año
• El alcalde informa a OVFC de un proyecto para solucionar los problemas de tráfico en el Vall del Portet y la zona de Pueblo Alcassar. Se pueden estrechar los carriles y poner chicanes para reducir la velocidad. Existe una reflexión para poner esto mismo en Kalmias y en Pueblo Panorama.
• A 4-5 años vista es posible que la Carretera a la entrada Sur se convierta en carretera turística con las correspondientes limitaciones del tráfico.
• OBRAS en Cumbre del Sol: el tráfico de camiones pesados ha incrementado en los últimos años, provocando problemas en asfaltado de calles que tienen un alto precio de mantenimiento. El alcalde baraja la idea de poner una tasa para los camiones de las constructoras que trabajan en Cumbre del Sol.

Los cinco nuevos proyectos en el pueblo

• La reurbanización de las Calles la Pau y Mayor
• La rehabilitación del Mercado y de la Plaza del Mercado
• Un nuevo aparcamiento-mirador en la entrada del municipio por la carretera de Jávea
• La remodelación del Colegio Sta Maria Magdalena
• La remodelación de la Plaza de les Pesqueres

Todo va según lo previsto. El alcalde asegura que después de la renovación de la Plaza Pesqueres habrá suficientes aparcamientos para el Centro de Salud.

Emergencias/incendios

El alcalde asegura que habrá reuniones para los ciudadanos con el objetivo de informar sobre planes en caso de emergencias. Está previsto instalar cámaras en zonas importantes y sensores de temperatura. También está previsto (dentro del Plan Sostenible de Turismo) que se vuelva a instalar y a poner en funcionamiento una estación meteorológica en el Puig de la Llorença (cerrada en 2019). Esto permitiría hacer controles de calidad del aire, humedad y lluvias. OVFC no ha sido informado sobre fechas.

Vados

Se consideran vados: todas las entradas de terrenos privados a la vía pública, es decir, los que ya tienen licencia y los que todavía no la tienen. Actualmente se está haciendo un censo de todos los vados existentes. Se estima que haya aproximadamente 2.500 vados en total. Se rebajará la tasa, que pasa de 90 a 60 euros para cocheras de uno a cinco vehículos en el casco urbano, y de 120 a 60 euros para garajes o espacios de uno a cinco vehículos en las urbanizaciones. De momento se ha suspendido esta tasa y se vuelve a cobrar a partir del 2028. 

Los nuevos radares

• Se han puesto dos radares nuevos en Benitachell:
• Un radar de tramo en Cumbre del Sol en la Ctra Principal entre la rotonda que va a la hípica y Pepe la Sal.
• Un radar fijo en el casco urbano en la Avda de Alicante.
• El coste anual de la certificación de estos radares es de 3.000€.
• El radar fijo se puede convertir en móvil. El planteamiento del alcalde es utilizarlo en otras zonas del pueblo y de Cumbre del Sol. 
• El radar de tramo también se puede instalar en distintas zonas de la Cumbre del Sol, como por ejemplo en la zona del CC de Lirios o en Pueblo Panorama. La ubicación actual se ha elegido por la facilitad de la instalación eléctrica.

OVFC está pendiente de que el alcalde proponga fecha para una reunión a tres partes, con VAPF y el propio alcalde.

OVFC también va a solicitar una reunión con el Jefe de la Policía Local.
